�ճ���� (IVMF) at �鶹Ƶ��University has announced the appointment of two new members to its external advisory board. They are chairman of the SU Board of Trustees Richard L. Thompson G’67, senior counsel, Patton Boggs LLP; and Linda J. Bilmes, Daniel Patrick Moynihan Senior Lecturer in Public Policy at the John F. Kennedy School of Government, Harvard University. Thompson and Bilmes were elected as new members during the IVMF board meeting held in New York City last week.

Members of the IVMF Advisory Board come from industry, higher education and the veteran and military community. They provide advice and counsel to institute leadership and confer insight and input focused on the institute’s strategic objectives and planning process. The board also helps to assess the impact of IVMF programs and makes recommendations related to future programming and areas of strategic focus. SU alumnus Steven Barnes ’82, managing director at Bain Capital, and Frank Bisignano, co-chief operating officer of JPMorgan Chase & Co. and chief executive officer of Chase Mortgage Banking, serve as co-chairmen. Richard L. Thompson

Thompson joined the Washington, D.C., office of Patton Boggs LLP in February 2010 as senior counsel in the healthcare and pharmaceutical sectors, following his retirement from Bristol-Myers Squibb Co., where he was senior vice president of policy and government affairs. He was vice president for government affairs of the Squibb Corp. from 1983-89 and director of Washington affairs for Abbott Laboratories from 1978-83. Thompson held several senior staff positions in the U.S. House of Representatives, including Republican staff director and Counsel to the Government Operations Committee from 1976-78 and minority counsel to the Subcommittee on Intergovernmental Relations and Human Resources and the Committee on Government Operations from 1973-76. A commissioned officer in the U.S. Army Signal Corps from January 1968-December 1969, including service in Vietnam, Thompson is recipient of the Bronze Star, the Army Commendation Medal with Oak Leaf Cluster and the Vietnam Service Medal.

In addition to earning his M.A. in political science from SU’s Maxwell School of Citizenship and Public Affairs in 1967, Thompson received a juris doctor from the Columbus School of Law at Catholic University in 1975, and a B.A. (cum laude) in history and political science from SUNY Albany in 1966. He is a member of the American Bar Association and admitted to practice before the District of Columbia Bar Association and U.S. Supreme Court.

Thompson has been involved in numerous civic and charitable activities. He is past chairman of the board of directors of Ford’s Theatre, past chairman of the Governance Committee and member of the Board of Directors of Meridian International Center, a member of the Federal City Council and has served on the board of governors of the Bryce Harlow Foundation.

At SU, Thompson serves on the executive and ex officio for all other board committees. He also serves on the University’s Washington, D.C., Advisory Board. He previously served on the advisory boards of the Martin J. Whitman School of Management and Maxwell School. In 2000, Thompson and his wife, C. Jean Thompson ’66, provided significant funding for the Remembrance Scholarships given each year in memory of the 35 SU students killed aboard Pan Am Flight 103 over Lockerbie, Scotland, on Dec. 21, 1988.

Linda J. Bilmes

Bilmes is a full-time faculty member at the Harvard Kennedy School, where she teaches budgeting, cost accounting and public finance. Widely considered one of the leading experts in U.S. budgeting and public finance, she has held senior positions in government, including assistant secretary and chief financial officer of the Department of Commerce during the Clinton administration, and has served on a number of high-level national commissions. She is one of four individuals selected by Congress in 2010 as a candidate for Comptroller General of the United States.

Bilmes is co-author (with Joseph Stiglitz) of the New York Times bestseller “The Three Trillion Dollar War: The True Cost of the Iraq Conflict” (W.W. Norton & Co., 2008) and co-author (with W. Scott Gould) of “The People Factor: Strengthening America by Investing in Public Service” (Brookings Institution Press, 2009). Bilmes is well known for her work on the cost of war and veterans’ issues, including the landmark paper “Soldiers Returning from Iraq and Afghanistan: The Long-term Costs of Providing Veterans Medical Care and Disability Benefits.” Recent book chapters (with Joseph Stiglitz) appear in the “Handbook on the Economics of Conflict” (Edward Elgar Pub, 2011) and “The Oxford Handbook of the Economics of Peace and Conflict” (Oxford University Press, 2012). Bilmes has written extensively on budgeting and financial topics—including books, book chapters, academic papers, Harvard teaching cases and print media—and has testified at numerous congressional hearings on subjects including veterans’ benefits, federal public service and war costs. She is a frequent guest on national television and radio broadcasts, was featured in Charles Ferguson’s Academy Award-nominated documentary “No End in Sight” and in “Rethinking Afghanistan” by Brave New Films. She is the recipient of the 2008 “Speaking Truth to Power” award from the American Friends Service Committee.

Bilmes currently serves on the Department of Interior National Park System Advisory Committee and Department of Labor Advisory Committee on Veterans Employment, Outreach and Training. She runs an innovative program to assist cities and towns in Greater Boston with financial health, leading teams of Harvard student volunteers who work in the communities. She also leads budgeting and appropriations workshops for newly elected mayors and members of Congress. Earlier in her career, she worked as a management consultant with the Boston Consulting Group in London, Madrid and Moscow. She is a member of the Council on Foreign Relations and holds a B.A. and M.B.A. from Harvard.
